You can add a marquee strip across the top of your site, with a link if necessary. This can be useful for inclement weather announcements, major onsales or subscription announcements.
To activate the Marquee, go to Theme Settings >> Announcements.
The entire marquee will be linked if you add a Marquee Link; there is not currently an option to link just part of the text.
If you'd like users to be able to close the Marquee, activate Allow Dismissal.
